
Kevin Spencer, Scottsbluff City Manager, is one of the newest LARM Board of Directors members who began their three-year term on January 1, 2025.
Originally from Gering, Nebraska, Kevin moved to Cody, Wyoming, after high school, where he worked in construction, the oil field, and on two ranches and started a family. He then attended college in Great Bend, Kansas, and, in July 1991, began a law enforcement career in Great Bend. In 2001, he transitioned to the Scottsbluff Police Department where, in 2013, he was promoted to the Chief of Police. In February 2022, he took on the role of City Manager, serving as both the Chief of Police and City Manager until December 31, 2024. He now serves solely as the Scottsbluff City Manager.
Kevin and his wife, Rhonda, have been married for 42 years. They have a son, Korey, and a daughter, Madison, and three grandchildren: Theia, age 5; Asher, age 3; and Ronan, eight months. He mentions that their grandchildren “make getting old worth it.”
His hobbies include spending time with his family, watching Husker football and Colorado Rockies baseball, traveling, and riding his motorcycle.
“The City of Scottsbluff has been fortunate to have been a member of LARM for many years. I have always been impressed with the quality of service and the spirit of cooperation from all LARM staff,” Kevin said of his experience with LARM.
